The National Commission on Space (NCOS) was established by President Ronald Reagan by Executive Order 12470 on October 12, 1984, pursuant to the National Aeronautics and Space Administration (NASA) Authorization Act of 1985, Publ. L. 98-361 (98 Stat. 427), approved July 16, 1984. It was an ad hoc Presidential advisory commission. The Commission was established to study U.S. space activities; to formulate an agenda for the U.S. civilian space program; to identify long-range goals, opportunities, and policy options for civilian space activities in the next twenty years; and to prepare a program which would assure continuing American leadership in space. The Commission was comprised of fifteen members appointed by the President and they included former astronaut Neil A. Armstrong; shuttle astronaut Dr. Kathryn D. Sullivan, the first woman to walk in space; and test pilot Brigadier General Charles E. (Chuck) Yeager, the first man to break the sound barrier. Thomas O. Paine, former administrator of NASA, chaired the Commission. The Commission was terminated after submitting its final report, "Pioneering the Space Frontier," in May 1986.
